I've been to many of these places.
Puerto Galera – should not be in top 10 I've been there many times. Puerto Galera is only convenient to travel because it's close to Manila.
Romblon, Negros and Ilo- Ilo are places that are not so popular with foreign tourists but honestly these places are beautiful. You just need plenty of time to explore these provinces.

INFORMING YOU THAT PHILIPPINES IS MADE UP OF 18 REGIONS OF VARIOUS CULTURES-(dialects, foods, fiestas, transport, livelihood, sports, religion). but all of the 81 Provinces has waterfalls, caves, forest & Cities & schools/universities. Anywhere you go, you will enjoy. Kopic Jelena said one year stay will give you understanding of the nation. Get a year Visa as tourist & prepare atleast P2Million ang you can tour round 18 Regions.

I've visited The Philippines on many occasions, as a matter of fact I was in Puerto Galera in June 2023, for the 1st time since April 2010. Also, I think you'll find that the underground river is in Palawan, not Suriagao.

It's hard to travel in the Philippines even for a local. Public transportation is a mess and unreliable. Rates and prices are almost always not standard and you have to haggle. The Philipines is very beautiful but one of the most mismanaged country on earth.
